I'm with Greathouse, but I voted for "Dice rolls for everybody."

My wife has a peculiar talent for rolling up good stats (I have a talent for rolling up low stats), so I'll sometimes have her roll up an array when I want to make up an obscenely powerful NPC dragon.
 

When I Dm,

E-Tools set to High powered

Click untill No single digit stats. (Nothing lower than 9, prefeabbly with at least one 18)

Place them to characters best strengths. (High Cha for Paladin/Sorcerer High Con for Warriors, etc)

One group I play with uses Standard point buy,32, though.

On a personall note, I dislike the point buy. Characters are supposed to be heros. They are supposed to be powerfull.
I guess I got spoiled in 1st ed. The rules stated you rolled each stat in order. If the stats wasn't high enough, you couldn't be a certain class. Wanting to play a paladin, I kept rolling untill the cha of 17 was met. By that time the stats were 18,18,17,17,18,18.=str,int,wis,dex,con.cha.
I have never rolled a die that good again in over 20+ years of gaming. :(

When I let people pick, I tell them if they want all 18's that is fine with me. no one though has done it yet. in fact no one has ever choosen a score higher then 16 and everyone always has at least one 8 or lower

My system is dice rolls for everybody, although if I'm feeling lazy, NPCs get an array.

I'm a pretty lenient DM when it comes to rolling stats. 4d6, drop the lowest, and reroll 1's.

I actually watched a guy using 3d6 roll 5 18's and 1 17 for a character back in 1e days. By the time the 3rd 18 rolled up we were yelling and hopping around the room. The 17 was the last stat that rolled up, and we were almost let down by it.
 

None of the above.

Choice of 27 point point-buy or dice for the players (no one has used point buy in the entire run of 3.x), point buy of varying amounts for the NPCs. (20 for a mook, 25 for a minor character, 30 for a villain or other major NPC.)

No duct tape, no arrays. But I do a pile of NPCs at a time, then use them when I need them.

I've done this with like 12 different players and not all at once and it has always worked out. I don't know why but so far I'm very happy. And the new players I game with I don't see them doing any differently. It's cool!!!
 

Point-buy for everyone.

PCs: 36 points

NPCs (roughly speaking)
Major NPCs: Whatever is needed, up to 36 points
PC-classed NPCs: 25 points (28 if not low-level)
NPC-classed NPCs: ca. 15-25, tending toward the lower end of the scale
Commoners: ca. 12-15
