Yes.
(Most) Pistols are not very good at long range.
I'm working on my own firearm rules so I've run into the same odd thing.
Here's an example, a 9mm Beretta M92 has an effective range of 165 feet, this means a decent shot can shoot a target about 60-80% of the time at this range.
So if we take that to mean it's 60% at 165 feet then we can use it to figure out the range increments for d20.
So it should have (around) 40-80 foot range increments depending on if you base it on it being 60% or 80% effective.
so on the 4th increment (60%) it would be about the same as the effective range 160ft.
As firearms use more powerful ammo and longer barrels their effective range can be much better then a bow.
A 5.56x45mm NATO M-16A4 has an effective range of around 1,300 feet.
And a .50 BMG Barrett M82A1 has an effective range of around 5,000 feet.
