Only if your speed is more than 30. For example, a human barbarian in light or no armor can attack once and move 40 feet. Higher level monks also have higher speed. Other than that, I can't think of anything.
That's the Charge action. It's a "special" standard action in that you effectively do two Move Actions and then a Standard Attack. You just have to do it all in a straight line.
James is right. You cannot move 30 feet, then charge 60 feet and attack. Charge is not a standard action, but a special standard action, which allows you to move up to twice your speed, all in a straight line, and then make one attack. Ordinarily, you cannot make an attack if you move more than your speed in one round.
