D&D 5E Specialities and Feat Trees

I apologize if this has been asked before, but I've been going back and forth with a friend of mine on this: the rules do not say that the feats granted from a given specialty have to be taken at a specific level unless the feat has a listed level requirement. My comrade is arguing that because the text of each begins with "Level X" that one must be at that particular level -- which defeats the point of listing a level requirement further on in the text. So, has there been any official clarification on this matter?

Considering that some have a prequisite of a given level, and some do not (and some even have a different level prereq), I think it's pretty clear that the level in the title is just where that feat is granted if you take the prebuilt specialty.

Consider, also, Superior Skill Training, which is gained at both level 1 and 3 with the Skill Specialist specialty. Clearly, those are not prerequisites.

He's wrong.

Specialties are suggested feats selection by level.

An alternative to picking a specialty is picking feats individually, in which case all that matters is each feats prerequisites.
