According to Andy Collins, the reason for weakening Spell Focus and Greater Spell Focus was that Greater Spell Focus was too strong, and shouldn't be allowed. Because it's already printed in other books, the only way to fix it was to bring it into the core rulebooks and weaken both Spell Focus feats.
The questions this raises are:
Hasn't Mr. Collins heard of errata?
Why isn't Persistent Spell in the revised PHB? It's horribly abusive.
