DC is 11. It's a 1st level spell (+1) and the minimum ability score required to cast it is 11 (+0).

A scroll of Fireball would be DC 14 : a 3rd level spell (+3) with a minimum ability score of 13 (+1).

A scroll of Cone of Cold would be DC 17 : a 5th level spell (+5) with a minimum ability score of 15 (+2).

The caster's ability score or feats make no difference to the DC of an item, unless you use the Heighten Spell feat to scribe the scroll at a higher level (which costs more).

Edit: Actually, any Metamagic feat might raise the minimum ability score and thus the DC, but they don't get the DC boost for just being a higher level spell (apart from Heighten).

sorry Hyp, that makes no sense to me since as the scriber, you can choose what level to create the scroll at. you don't have to make it at it's lowest level possible. if that is however the case, i'd appreciate you pointing out where it actually says so in a rule book.

Caster Level has no effect on Save DC; only Spell Level does.

A 15th level cleric can make a scroll of Sanctuary at Caster Level 1, or Caster Level 10, or Caster Level 15, and the duration will be affected. But it's still a 1st level spell, and the Save DC is always 11.

I don't have the ELH, but I seem to recall someone mentioning an Epic Feat that allows you to use your own ability modifier for the Save DCs of items you craft. In the absence of such a feat, however, it's the minimum ability score allowed.

Here it is:

Enhance Item

Choose an item creation feat. Items you create with that feat add your key ability’s modifier to the save DC (rather than the minimum required modifier).

Negative Zero, that rule is in the DMG in the section on determining save DC's of magic items. Yes, it sucks. Particularly at high levels.

From the SRD:

SAVING THROWS AGAINST MAGIC ITEM POWERS
Magic items produce spells or spell-like effects. For a saving throw against a spell or spell-like effect from a magic item, the DC is always 10 + the level of the spell or effect + the ability bonus of the minimum ability score needed to cast that level of spell. Another way to figure this number is to multiply the spell’s level by 1.5 and add 10 to the result.
Most item descriptions give saving throw DCs for various effects, particularly when the effect has no exact spell equivalent (making its level otherwise difficult to determine quickly).

It almost makes heighten usesfull, though you're better off just making a scroll of a higher level (and thus more powerwful) spell, since it'll have the same DC.

once again, all well and good, but please reference the specific book and page where you're getting your info from.

Checked your DMG lately? The rule is on page 176, "Saving Throws Against Magic Item Powers"

Scrolls are magic items.
