Spellbooks and Wizard Gear

So based on the section "Wizards and Treasure" in the Treasure chapter of the 3.5e DMG, it appears that a wizard's spellbook value should be included as part of the total treasure value.

But should a spellbook really be included in calculating NPC gear value? I thought there was a specific note somewhere that exempted spellbooks from this, but I can't find it.

By RAW, partly.
The Wizard's spells that he has gotten for free due to leveling and such, don't count.
Those that are in excess of those, do count.

Now, if it's as part of the wealth belonging to a non-wizard, I would argue that all of them count.
