D&D General spells

I have a sorcerer in a game I'm running specifically the dragon of icespire peak when my party was fighting the Ochre Jellies I found the cantrip Ray of Frost to be a game breaker, the sorc cast ray of frost then moved backward, an ochre jelly can only do a melee attack meaning the sorc could keep casting until ochre jelly was dead without the chance of ochre jelly attacking back any ideas?
It's only a game breaker if you only attack them with single ochre jellies for the entire game. Otherwise it's just an encounter breaker. Yeah, it's a bit of damage with a useful rider that in this case happened to be just what the party needed. If there were multiple opponents, or not enough room to kite, or whatever it would have been different. Yes, sometimes have the right tool for the job. Celebrate it.

Working as intended.

sometimes, as a DM you simply put a monster that has zero chance against some or more abilities in PCs party.

Try having more versatile opponents, having all mosters some form of ranged attack, even if it's less than half of it's melee DPR, will give you a change to make some disruption to the PCs while it is kited around.
