The 5ft-step can only be made if you don't move otherwise on your turn.

I thought you could always take the five foot step as a component of a partial action as long as it didn't exceed your speed. For instance Kira (Brb2) can, if hasted, move 35' up to a target, make an attack, make another attack as her partial action then take a 5' step back for a total of 40' moved.

Nope. As KaeYoss said, a 5 foot step is only usable if you haven't moved at all on your turn, and nothing (Haste or otherwise) changes that restriction. This was clarified in the FAQ.
