Jeff starts looking attentively to the photographs and take time to collect his thoughts before talking.

-''All right, let's do this by the numbers.

This is Captain N'Gambe. A thug. He controls as if it was his personal kingdom and nobody in Harare is doing squat about it. Binga isn't exactly a rich and politically important area, and N'gambe must have some connection, perhaps even some blackmail material on the officer above him in the food chain.

His Schick is running a protection racket. He takes a cut in everything going on in his territory, and I mean everything. This ain't New York, you can't make much money collecting protection money from small businesses. His main money cows are the smuggling operations and the humanitarian organizations. I kid you not! He's really milking Medecin Sans Frontière and other similar outfits. Well, actually he's milking the people working there.

To make it more tolerable, he does provide some services for the people there. He organize and insure the safety of the smugglers doing the Lake Kariba run and take his cut in nature; drug, porn and even girls. Then he proposes these services to the occidentals working around here for humanitarians organizations. He doesn't take no for an answer, though. Whether you want his products or not, you better cough up the taxes requested by his men. Hard foreign currencies are the only thing with any real value in this country. He craves American dollar and Euro as if it were gold.''

He looks at CPG

-''Hum, he looks familiar, but I can't place him. Sorry, I draw a blank.''

Of course, Luddite already knows this is one of N'Gambe's soldier. Jeff than take a look at Alexandre Beaujolais.

-''Never seen him.''

Jeff now turns his attention to Antoine Gournay

-''That's doctor Gournay, a senior manager at the MSF base camp. I met him once when I was reviewing the area. An elderly french gantleman. He knows what's what around the area. It's pretty obvious he has an understanding with N'Gambe since he uses all his weight in the organisation to maintain the statu quo.
I'm not too sure about his character. He's about sixty, personnaly wealthy and he's still spending 10 months a year in this hole; one would think that he must sincerely wish to help the locals! And yet I'm not so sure. He's too cynical for my taste. Perhaps he's getting something from his position in MSF that's not immediatelt apparent. Or perhaps he just learned to compromise. Several of the people working there are surprisingly practical for a bunch of idealist. My instinct tells me he's crooked, though. Might be wrong, maybe I'm getting old (he shrugs)''

He turns his attention to Armstrong. He frowns in concentration and look really unsure of himself when he finally speaks up.

-''He looks vaguely familiar but... hum, no. No, I don't think I've ever seen him.''

roman has the cabbie drop him about three blocks from the garage. Taking a tortuous route to insure that he's not being tailed, (Spot 4, Listen 5) he enters the safe house.

-Oi! Good to be home. Colonel, got any libations you're willing to part with? I seem to recall that last time I worked with you, you had some of the finest scotch this side of the Rockies stashed away.-

The Colonel hands him a drink, either out of friendship/comraderie, or just to shut him up. Either way, Roman doesn't care. He got a drink.

Sipping on his drink, he approaches the group.

-Sorry I'm late. Almost got caught up with the Cowboys going to rob the train.- He grins and shakes his head.

He nods at Neilan.
-Welcome to the party.-

Then he rubs his hands together with relish. - Soooo, what did I miss?- After getting caught up to speed with only a few well placed questions....

OOC: It would be a ''Government Intervention'' favor check (pointmen get +2 so perhaps Roman should do it) and if successful, the Foundation would use its influence and contacts to obtain the transfer of Jeff from Zimbabwe to a more cosy location with a new ID.

[OOC: Not a problem. I'll do the favor check. That takes a AD, right? That's fine. I earned one that I wasn't expecting! :) ]

Luddite looks up from the table, as Roman walks in and nods. He introduces Roman

Mr. Neilan, I don't know if you have met Wyatt Erpp over at the Club. I take that others of the possy are cleaning up any loose ends, leaving us old-timers to take care of the woman and childern?

Cracks a slight smile, amussed at the little joke he has made. He slides another folder with a copy of all the pictures as well as all the notes he took about them to Roman. OOC ie all the information in the Gearing Up

Anyway, Mr. Neilan. If you could indulge me for a moment. That last picture there, He points to the one of Mark Armstrong, he seemd to remind you of someone else? Any of your thoughs or instincts would be much appreciated. Pieces may not be needed for the puzzle before us right now, but may be useful later.

OOC: If Neilan gives me a name about the photograph, I will quickly see what dossier information I can pull up on my laptop while I am at the table. Namely did the person that Neilan name have any ties to the university René Descartes, the CDC, or the WHO.

OOC: At this point, Roman and myself will work with getting information from Jeff Neilan, and Toki and Ronin can work over CPG when they get in. The Sodium Pentathol should be here when CPG gets here.

OOC: Mentionning René Descartes to Jeff was the required trigger. In the spirit of not wasting anymore time then neccessary I will assume that you mentionned it IC as well as OOC.

Jeff's eyes flare up in excitement.

-''Yes! That's it. The man on this photograph looks an awful lot like a man I saw only once 27 years ago as I was spying on Balladur on the Campus.

Balladur was just a suspect at the time. A source of mine had tipped me that he might be involved with the Jackal so I was hoping that some interesting characters might show up to meet with him. I don't think Carlos showed up - although in 75 we didn't yet know what he looked like - but there was this guy with red hairs in his thirties who did. He clearly wasn't a student, more likely a businessman, so I took as much photographs as I could. The SOB was really antipathetic even from a distance. He had this whole ''My way or the highway'' demeanor. He looked quite a bit like this man on the photograph, so much so that I'm pretty positive they have to be related by blood. I called this subject ''Mr. Red''. Two days later Carlos and co. killed a man named Jean Valière. Not related in anyway to the Palestinians, the Israelis, the Soviets or any other group that Carlos usually worked for or against. It was also his last hit in France. After this, he moved to even bigger things around Europe. That's also the last time Balladur was seen in France.

I wanted to dig more on Mr. Red and Balladur, but there was at the time no conclusive proof that Balladur was indeed part of Carlos' organization and therefore Mr. Red was unimportant to my superiors. With Carlos on the move elsewhere in Europe and other French problems to contend with, I was ordered to drop the matter and concentrate on more current objectives. I didn't take it well. It sparked a long feud with my superiors that eventually resulted in my being here, stuck in the armpit of the world.''

Favor check, government intervention;
11 + 3 = 14

Not bad, not good enough for Langley. He'll be reassigned to a desk job in Paris. It makes sense since he was already there once as a field operative.

And don't be put of by the ''desk job'' mention. From your POV, the guy behind the desk has access to much more useful ressources than the guys in the field: Information. He sees the big picture.

From Paris, Neilan will have information covering much of Europe as well as the possibility of requesting info from any Station around the world as well as Langley on the pretense of requiring it for local operations.

How far he'll go to acquire such information of course depend on whether he's ''Helpful'' of ''Ally''.

Game Mechanic wise: After this serial you'll be able to use Neilan to gain one free favor (information) check per season, two if is an ally. By free I mean of course no AD. And instead of using the usual modifier you will use the following fixed modifier;

+15 for info that directly involves France (does not have to inside the territory, just something that the French would be especially knowledgeable about and that a CIA agent based in Paris could easily gain access to).

+10 for Europe

+5 for the rest of the world.

Furthermore, when asking for a standard favor (information) check, you now have a +4 bonus as you check through both Neilan and the Foundation.

This only applies to Luddite, Roman and possibly Ghost (if she spends a AD).

Other effect could apply on an ad hoc basis.

Rubs his chin as pieces fall into place.

Well it seems they may all be up to something again. The young gentleman there is Mark Armstrong. And it would make sence if he is realted to "Mr. Red." However all these men seem to be link to this TB crisis. What part each one plays or what is the objective? We don't know. Currently we are looking only for Balladur. But we will pay Dr. Goumay a visit as well.

What do you know about the conditions in Binga? Or the TB Epidemic?

OOC: At this point Luddite got the link that he has been looking for. He will start the wheels working on figuring out who "Mr. Red" is. Hopefully Neilan will be able to give me a description to work with. For now, he will see what advice and help Neilan can give about what he has seen and his thoughts on the situation.

[OOC:Er. Isn't Balladur the bad guy? I think you mean Neilan, but I could be wrong.]

OOC:

A silly crossover from my P&P game to the board game. I've lifted a lot of name and themes from my first P&P season for this one. But they do not all appear in the same role...
