If you were going to start the game as a whole party of trasgenics, then it might be easier just start the group off as level 8 spycraft charcters and then cap off most humans at level 4.

Atlas Games also put out rules for taking out cannon fodder, but I heard those rules didn't whole a candle to the Feng Shui original
Mook Rules.

By making it a money equivalent you have a way of easily balancing your characters against comparable D&D characters. Characters in D&D are truly built using two kinds of points, XP and GP but in a lot of settings we don't want to actually use GP so I think it's best to simply have a GP surrogate.

GP just isn't comporable. One: it is currency granted by the state and has nothing to do with having your genetics altered at birth. Two: money isn't comparable to your character's development because money, and anything you buy with it, can be taken away by some method. Genetic abilities can't (or at least not without having a villain do some major DNA manipulation on your characters.

On the other hand, a feat system is already established for a character to buy "powers", or you can use something along the lines of XP, another established system. Sorry, but the GP idea just doesn't make any sense to me.

I would probably go the route of making each type of Transgenic a different race. X5 would have certain abilities, as would the othe series of transgeneics...

No visible mutation? No, that is not true - how can a such beatyfull and sexy woman with so much intelligence exist without genetic engineering?
It is pretty (excuse the pun) obvious that she is a mutation/experiment.
And X-5 Transgenetics should gain a +2 Charisma Bonus.

Maybe you should give her an natural Bonus to Reflex, Fortitude and maybe Will Saves and Initiative Checks.

I think she should have something like "Extraordinary Recuperation" or so, like the Starwards D20 Wookies. A limited Fasthealing Ability, since she does not take much time to heal her wounds.

Darkvision is usally counted in 30 Feet steps, so maybe reduce it to 90 feet or increase to 120 feet.

Your version might be a +1 ECL race, if you add some things it will certainly become +2.
