Stacking Charisma bonus and charisma-check bonus

Do the bonuses form a cloak of charisma and a circlet of persuasion stack?

Differently-named bonus stack. As the cloak of charisma gives an enhancement bonus and the circlet of persuasion a competence bonus, yes they do stack. Furthermore, since both those items give bonuses to different things (one is to the charisma attribute and the other is to charisma-based checks), they stack.

Yes, exactly. Granting a bonus to Charisma is not the same as a bonus to checks based on Charisma. The bonus type doesn't even matter.
