Staff mastery Feat? Anyone know where this comes from?

I remember reading a feat called Staff Mastery or something similar. THe benefit was a sorceror or wizard who did not persoanlly have the spell that a staff could cast - could cast the spell by fueling it with a spell slot instead of using a charge. For example, a wizard could use a level 3 spell slot and cast fireball through his staff of fireball, even if he didn't know that particular spell. I was wondering if anyone knew where this feat came from.
