Well, it is just a weapon like any other. If you do not have the Exotic Weapon Proficiency (Lightsaber) feat you suffer a -4 penalty to all attempt to use one. Another character could learn to use a lightsaber (the GM would probably require you to actually have your character find one to practice with before allowing the feat), and if you took the feat you could eliminate the penalty. Jedi get a lot of bonuses to using a lightsaber though, including increased damage, so even if they selected the Exotic Weapon Proficiency (Lightsaber) feat, they wouldn't be as skilled with it as a Jedi of similar level.
You must be a Jedi, Sith or other force user (of a type that uses lightsabers, like an Emperor's Hand) to create a lightsaber. It requires spending a Force Point (a unit of power in the Force, a character normally has a handful of them), having all three basic Force Feats (Control, Sense and Alter), and a skill check with the Craft (Lightsaber) skill, the difficulty is quite high at low levels. Thus a Jedi or Sith must be well into their training to build a lightsaber.
If your character cannot make a lightsaber, he must find it in game. In virtually any era of Star Wars, this can be very difficult, with either the Jedi Order or the Imperial Inquisitors likely taking offense to this, and lightsabers are typically very hard to get, and most GM's would make it very difficult, dangerous, and expensive to get one.
