Technically no; all that James (I think it was her) reported when she came back was that Dr. Perry was dead.

Wray went to earth after the murder and came back stating that the Dr body died on earth during Ginn's debriefing. Thus she had not given all the information she knew to Home World Defense about the attack.

Small correction:It was implied after confiming the death of Amanda, that Ginn did tell Earth Command that Simeon had knowledge of the possible attack. She did know of it coming, he knew the actual details. That is why they wanted him alive, when he escaped.
