1) Can you move the 360ft radius cloud within the spell's range? If so, must the whole cloud stay within the area, or just the center of it?

2) Do the effects happen every round after they start, or do they stop when the next effect starts? For example, does the storm make deafening thunder on just the first round, or does it do it on every round of the spell?

The spell says
If the character continues to
concentrate, the spell generates additional effects in each
following round, as noted below. Each effect occurs during the
character's turn.

By "additional", did they really mean "different"?

1) It is a general rule about all spells in 3e that range indicates both the distance at which you can designate their point of origin, and the farthest distance any part of the area can extend. Any point that would fall inside the area but which is outside the range is not included in the spell effect (PH, p. 148, under "Range.")
 

1. Basically I'd go with the good Dr. The one I'd say implied exception are the spells whose area is larger than the range, in those cases let the area of effect go past the range of the spell.

2. My understanding is that each of those effects happens once, and after round 4 or whatever you can concentrate on it to keep it stormy, but no acid, or lightining or anything just very windy and rainy. But then again I'm very much against this even being on the cleric spell list, so maybe I subcounsciously nerf it.
