Is this the intended behavior?
If so, it's a pretty limited feat, only useful if the bard's ally has planned on benefitting from virtue of valor, and is sitting on an action point, or a minor action attack to use before the end of his turn. Or the ally hopes to take an opportunity or immediate action before the bard's turn. How often is that going to happen?
Is there something I'm missing, or should Strength of Valor be worded in a way that makes the bonus stick around until the end of the ally's next turn?
Virtue of Valor
Once per round, when any ally within 5 squares of you reduces an enemy to 0 hit points or bloodies an enemy, you can grant temporary hit points to that ally as a free action.
Strength of Valor
Benefit: When you grant an ally temporary hit points with your Virtue of Valor, that ally also gains a +2 bonus to the next damage roll he or she makes before the end of your next turn.
