Substitute for thinner to clean brushes

Assuming you are talking about acrylic paints, you can use brush soap (about $4 or more depending on size). It can befound at any good art store that sells brushes.

If you can't get to an art store, you can use isopropyl alcohol (about $1, and found at any drug store), and use that to help break up the dried paint. It is often strong enough that you can dilute it down to something like 25% alcohol, and still use it as a thinner. A touch of toluol can also help, but that stuff is bad for your respiratory system - I would just avoid it altogether.

Note, that alcohol will severly dry out the hairs on your brushes. You can remedy that drawback by putting a little dab of hair conditioner on your brushes, and letting them dry with the conditioner still on them. Simple, and cheap.
