Yep, pretty much. So, I should ask then, are you arguing RAW or RAI? By RAW, I think I would agree with your interpretation (and thus a lot of Ranger powers would be wrong based on flavor text too)

Well, in the case of say, Evade the Blow [shift 1 square away from an enemy that hits with a melee attack] or Hit the Dirt [shift wisdom mod squares when hit by a close/area attack] both describe avoiding the hit ... but in either case it is possible to get out of range of the attack in the first case, or get out of the area under attack in the second case. In either case the interrupt is able to invalidate the action it is interrupting. It seems a lot harder to do that for a ranged attack since it attacks an individual and you are hardly moving out of range by getting next to it.

EDIT:

A wizard can teleport 10 squares as a daily power ... teleporting close to 20 is pretty big.
