Teleport Circle Question

I've got a question. If you cast teleport circle and try to set the destination to a point in a solid object, the spell fails. What happens if you set the destination to a safe point, but someone comes along and puts, say, a big bolder there so that anyone arriving will arrive in a solid object? Does the spell fail at that point or at the first point where someone tries to teleport to the newly blocked area? Does the spell simply displace them? What happens if the teleportation circle has been made permanent?

A good question, actually.

I'd rule that the Teleport Circle was still functional and ctive, BUT, until the destination was cleared ... nothign would BE teleported.

IOW, filling the destination point is a good way to temporarily turn off a Teleport Circle.

That does make a certain amount of sense, but I have to wonder if its true. If the spell fails when you try to establish a destination in solid matter, I would think the spell would "short out" if the destination later turned into solid matter.
