Well he’d have had to have signed on at the time Daniel Craig did. They’re about the same age. While I’d have loved to see an Idris Elba Bond, I loved the Craig stuff and would hate for that to have never happened. Them’s the breaks I guess.
I think there still might be a chance if it's done soon. Much like Ernie Hudson, as my (black) friend likes to say, "Black don't crack." :P So even though he's older, I think he could pass as younger pretty easily.

*For those not in the know, this is Ernie Hudson at 79 years old. Idris is only 53.

Your mid 50s is when you step down from the role,
Not when you start it.

It’s not just about passing for younger. If it was they could just de-age Brosnan. It’s a gruelling role. In your 50s that stuff becomes much harder to do and recover from. Craig hated it for that reason. Moore literally couldn’t do it in A View to a Kill (thus every non-closeup or dialogue shot was a double), and he was only a few years older than Elba and Craig are now.

And even if he could do it, you’re assuming he’d want to put himself through that. At his age, I’m sure he doesn’t need that to be his life. Constant gym, diet, stunts, injuries, paparazzi… it’s lucrative, but it’s not fun.

Plus, he can pass for younger for how long? They want somebody for 5 films to build a brand around. That would take him into his 70s.

Nah they need somebody in their mid-30s, like Craig was when he signed on. Then they get 5 films over 15 years and the actor steps down in his early 50s.
