The fastest gnome alive!

I'm looking to make a standard PHB gnome the fastest runner possible using WotC splatbooks. No spells, and identify where stuff comes from, if you would.

Is it possible to make a Speedy Gonzales-style gnome?

Without spell, psionic powers or martial maneuvers, I can remember the following:

-Barbarian class (PHB)
-Monk class (PHB)
-Run feat (PHB)
-Speed of thought feat (+10 insight bonus to speed while focused, Expanded psionics handbook. You may need to take Wild talent first)
-Dash feat (+5 bonus to speed if wearing light or no armor, Complete warrior)
-Boots of striding and springing (+10 enhancement bonus to speed, DMG)

A barbarian 1/monk 18 gnome with all of that would have a land speed of 105 and run at 59 mph, give or take.
 


Questions: Are psionics alright? Does it have to be 3.5, or are suggestions for 3.0 alright? And I assume you mean to leave out magic/psionic items for now, since they're kind of a given.

Most likely, either way the answer basically includes at least 3 levels of Monk (possibly more), followed by 1 level of Barbarian.

A 3.0 solution will most definitely involve the rest (or nearly all the rest) of the levels going into Psychic Warrior (or a mix of Psychic Warrior and Psion) to gain numerous copies of the Speed of Thought psionic feat. See, in 3.0, you just need a higher power point reserve unspent in order to gain/benefit from multiple copies. So that's +10 feet of base movement speed per copy.... And Speed of Thought isn't an enhancement bonus (not in 3.0 anyway), so it stacks with any other speed improvements.

A gnome psion 2/psychic warrior 14/ex-monk 3/barbarian 1 can have 13 copies of Speed of Thought; +130 feet of speed, plus the fast movement of his monk/barb levels, so you'd have a gnome moving, what, 165 or 170 feet per round? About 330/340 with a double move or charge, or 660/680 with a run action? With the Burst psionic power (and it being 0-level in 3.0), you can add another +10 feet of base speed. Of course, replace just one of those feats with Run, and you squeeze out even more speed when running..... The first two levels, being psion levels, are just for power points pretty much; they're necessary to meet the reserve power point prerequisites for gaining multiple copies of Speed of Thought at low level.

This same gnome can have pretty good defenses. Ectoplasmic Armor, Inertial Barrier, Dimension Door, Improved Biofeedback, Claws of the Vampire (maim foes and heal simultaneously!), Displacement, etc. The Skate power, from psion levels, will boost your speed a bit more than Burst most of the time (and a lot more when moving down an incline), but, like Burst, it's an enhancement bonus (so not useful if you're wearing Boots of Striding & Springing or somesuch).
 

Err, well, other people posted before I finished typing. Anyway, two things I didn't think of at first for this ultra-speedy gnome. 1, the multiclassing penalties would suck if you didn't find a feat or something to give you Psychic Warrior as a favored class.

2, you could actually squeeze out a tad more speed I think, given how monks provide less speed to Small characters than Medium ones; just replace the 3 monk levels with 3 more psychic warrior levels, and use those to gain another Speed of Thought as a bonus feat, which gives you a total base speed of 170 feet (before considering items, or Burst, or possibly replacing one Speed of Thought with Run). And this way you can take the Barbarian level after only a few levels of psion and psychic warrior, to use Rage earlier on for melee strength.

Also, another thing I forgot to mention at first; in 3.0, you could replace one of the psion levels with a level of Sohei, from Oriental Adventures, to gain Ki Frenzy; unfortunately, you won't be able to use it if you change to non-lawful alignment, so you'll probably have to wait until after taking a barbarian level and then shifting from non-lawful to lawful (which means losing the ability to Rage, though). Ki Frenzy is similar to Rage but includes a +10 foot boost to movement speed, and its other benefits are just a tad different from Rage. Multiclassing 1 level into Air Shugenja (or Cleric with the Travel domain I think?) instead of Barbarian (or something else) could give you the Expeditious Retreat spell as a divine spell, to move even faster sometimes.

In 3.5, the best route is probably what, er, Someone suggested.
 

Boots of Striding and Springing don't stack with a Monk's Fast Movement ability as they both provide an Enhancement bonus to speed.
 

Tack on to anything, 2 copies of the Quick trait (traits are from Unearthed Arcana). Two give a +20ft speed increase over your base race.

Pick up the Shadow Creature Template - +50% move speed.
