Bastion Press did a book called Arms and Equipment for 3E, and it contains Leggings of Speed that increase the wearer's base speed by 10, and increase Dexterity by an enhancement bonus of +2.
 

The Extreme Leap trick in the Complete Scoundrel allows you to spend a swift action to move an additional 10 feet on that turn if you make a horizontal jump of at least 10 feet during your turn.

Also, your speedy gnomezales will be able to jump over blocking Balors at high levels since you get a +4 bonus for every 10 feet of movement over 30 feet. So, have him master Jump also for the complete package.

In addition, consider that Kobolds are a small humanoid that have 30' base move. Maybe your character should be a kobold.
 




IIRC, the granted power of the Freedom Mantle that an Ardent or Divine Mind from Complete Psionic (or a Mantled Warrior Psychic Warrior variant from a recent WotC article) could take grants a character an unnamed +10 bonus to speed while they maintain their psionic focus.
 

Gnome: 20 ft.
Barbarian 1: +10 ft.
Monk 18: +60 ft.
Wild Talent + Speed of Thought: +10 ft.
Dash: +5 ft.

Total: 105 ft.

Boots of Striding and Springing don't stack with the Monk's Fast Movement (both are enhancement).
