Given that death spell (the prerequisite for the vorpal enchantment) doesn't exist in 3E, finding scrolls for it might be a bit of a problem. Even assuming that it's an error and should be power word kill, the creation time of 72 days for a +1 vorpal sword implies a lot of PWK scrolls. If you're willing to give a 3rd level caster in excess of 275,000 gp to buy the perquisite scrolls, I'd say that your campaign has more problems than a tweak to the creation rules will fix.

I tend to agree with you. No level 3 wizard creating a Vorpal longsword +1 in my game! (He would have troubles casting the required spells, but scrolls can make up for that).
