I'd allow it, on first blush.
The disadvantage of TWF isn't "buying twice as many magic weapons" it's "taking a -2 to do the same damage a two-hander is doing" and "not having a shield giving up to +7 more AC and another armor slot" (and for non-rangers, it's also "burning two feats with little usefulness").
In my games, which I try to run fairly cinematically, it seems completely valid. If the character has Quickdraw, then it's certain I'd let it in.
