The "Official?" Return of the Sith Trailer.

Its pretty much certain that they are the same person. From the same actor, to comments from Lucas in the Ep II commentary when he mentions how Palpatine is manipulating things.

Sure, the makeup is a bit different, but instead of comparing it to the RotJ makeup, we should look at him in the new footage put into the holoprojector scene in the DVD of Empire Strikes Back. THAT looks exactly like what we've seen in leaked images, trailers, etc for RotS.

...of course, there's still that 1% chance that maybe, just maybe, they aren't the same. However, the closer we get to the movie and the more that has gotten out, the less likely that has become.

From what I read, they're not related in the sense that they're twins or something like that. So, either they're completely different, or the same person, and the way that Palpatine looks compared to Sidious may be just a force illusion he's projecting. That's my theory, anyway.

IIRC, the original title for Episode VI was "Revenge of the Jedi", but changed to "Return of the Jedi" during production.

ACtually as Lucas explained on the DVD's, somewhere, it originally was Return, but he was talked into changing it to Revenge, but (again) just before release he decided he really didn't like that named and changed it back.

The last time I picked up my comics I got a preview card for the trading cards,
which shows Anakin and Dooku fighting in front of Palpatine, who is sitting on what looks like a throne, and over all the pic looks like it came right out of Jedi (well except for the different characters).
It makes it kind of hard to take them as separate people.

True, but like I said, from what I saw in the trailer, when Sidious swings his lightsaber, his hood lifted a bit, and we saw up to his eyes, and it looked like Palpatine did in Return of the Jedi, not the current Palpatine in Revenge of the Sith. Of course, that could be just my memory playing tricks on me.

I think the Palpatine/D. Sidious thing can go several ways:

1. They are the same person. This would be the most obvious choice.
2. D. Sidious "possesses" or otherwise pulls off a "doppelganger switch with" Palpatine at the opportune moment.
3. D. Sidious is the equivalent of that little devil who stands on the cartoon-character's shoulder and manipulates Palpatine toward evil. Palp falls for it hook-line-sinker, and essentially becomes a copy of Sidious (who can now die laughing).

The trailer finally shut that Palpatine/Sidious thing up. They are the same. Couple that with information from the Labyrinth of Evil novel and it can't really be argued against finally.

Probably a gimmick between FOX and Lucasfilm for:

a. Star Wars fans to watch the OC.
b. OC fans to watch Star Wars.

But what if your a Star Wars fan and an O.C. fan you'd watch them both anyways.

I have no quarrel with that. But the demographic of Star Wars and the demographic of the OC are generally separate, and they're trying to stimulate each from the other one.

I remember it being mentioned somewhere that the OC has had horrible ratings over the last few episodes. Originally, the Trailer was going to be attached to the new Simpsons episodes but Fox wanted to boost the OC's ratings.
