The RHC, Vekeshi PCs, and High Elves

The Vekeshi Mystic theme feat is easily my favorite as I really enjoy the fluff around it, but I must admit that it seems a little baffling that the RHC would recruit vigilante assassins. Is this something that the RHC just doesn't know about or is there a justification for why they would knowingly tolerate their extrajudicial activities?

And somewhat tangentially, since it applies to the same prospective PC in my group, what is the range of personal freedom for High Elf women from an Elfaivairan enclave? I know that some of the enclaves are very possessive, but would it be particularly unusual for a young woman to be sent out on a mission? Or would she need to find some means of escape if she wanted to stray beyond its bounds?

The RHC administers magical loyalty tests, but they don't mind-read people. As long as the test says that you do honestly have the best interests of Risur at heart and that you will work to defend your nation, they're generally satisfied. As long as you aren't publicly being a vigilante assassin, they wouldn't know. In fact, all they'd probably see is that you're really good at whatever tests they give to see if you can shoot, sneak, interrogate, etc.

If your RHC boss did find out, he'd chew you out and warn you not to ever ever let the public find out. Then he'd keep an eye on you, but as long as you're doing more good than harm, and as long as you don't cause a scandal by getting found out by a newspaper or something, he'd prefer to keep a competent person on the payroll.

As for high elves (we're going to just call them eladrin starting with the re-released adventures in the compilation; they're basically an elf subrace, but it'll make it easier to be consistent between PF and 4e), some live in enclaves far away to the east in Elfaivar. It's certainly possible a woman could have snuck out to move to Risur, or might have been sent on a long-term mission (though it'd be less likely if she's just 1st level).

Generally a more reasonable explanation for an eladrin female PC is that she's the daughter of one of the few eladrin families in Risur. A lot of eladrin women are kept as 'trophy wives' in Danor and elsewhere, but occasionally they'll be bought by magnanimous nobles in Risur, who give them their freedom and help them get settled and start a new life.
