I don't know if it counts as +1. But I'd bet on it till further notice. And a thread in the AL group would be great.

Will it be considered part of the PH, so it can mix with another resource book, or will it count as a +1 and only be a stand alone with class options from the PH?

According to season 7 AL players' guide, it's legal and considered part of XGE, so making a Tortle character automatically locks Xanathar's as your +1.

Do purchase of the tortle package count as donations to Extra Life for the purpose of reaching goals the lead to releasing say the table of contents from XGTE.
