Yes. They found one in an previous run (6 months or so went by). Talking Dead mentioned it.

They also showed hershel putting it on in the first episode. You probably blinked and missed it.

I don't know that it was meant to be a surprise so much as it was meant to be sad. Rick himself didn't seem entirely surprised.
