Neat idea. The bit that would weird me out is the lack of material component required. I think I would require the user to have the skills to actually make the item in question. Don't have the ranks in Craft Weapon to make a masterwork sword? No Holy Avenger for you. Oh, and spell prerequisites too, so get your cleric buddy to help you with that.

Mind you all this adds complexity, but I think it adds verisimilitude. And that, to me it more important. Many people differ. :)

It seems like a great find if you hate downtime, but I'm not so sure it's for everyone. Some GMs love the downtime as it limits magic item output significantly.
