The Winged are a sub-species of Dragonborn who retain limited use of the majestic wings that most dragons possess. However unlike normal Dragonborn, they lack the Breath Weapon or Damage Resistance of most on their kin.

  • You lose the Draconic Ancestry, Breath Weapon and Damage Resistance features. You gain the following feature:
  • Wings of Dragon. Once per Long or Short rest you can cast Fly upon yourself at it's lowest level.

Not sure if I want to swap the Str ability boost for Dex as well...

Fly is a 3rd level spell - which means full casters (like the Warlock) get it at as early as 5th level.

So.

Instead, I would give them something of a Bonus Action to have a fly speed equal to their base speed - something like:
Glide: Bonus Action. You gain a fly speed equal to your base speed and may move up to your fly speed. You must end this movement on a flat surface or fall.

At 5th or 6th level allow them to be able to cast Fly without any components once per short or long rest.
At 16th level, I feel that they can cast Fly at will.

I would opt for the change in str to dex too.

Why not make it a feat?

Feat: Wings
Prerequisite: Dragonborn (option: other appropriate races e.g. aasimar, tiefling), proficiency bonus +4.
Benefit: You gain wings appropriate to your heritage. You can fly at will. Armour no longer fits unless specially designed.

How about this:

* Instead of +Str, they gain + Dex
* You lose the Damage Resistance feature
* You gain the ability to fly. Every turn in which you are flying, make a Con save to see weather you can continue to fly or fall to the ground. Every time you fail you fall 5 feet lower in altitude. When you fail twice you fall to the ground and take damage equal to 1d10 per each 10 feet of altitude. If you are hit while flying make a Con save, if you fail you fall to the ground and take damage equal to 1d10 per each 10 feet of altitude. You can attempt to fly again after a short or long rest if you fall in this way.

I don't think you should take the breath weapon away since to me, that signifies what a the main feature of a dragonborn. I might be too generous with the failing two Con saves but I figure that will let the player know that they should either lower their altitude or land so they don't fall to their death heh. Hope this helps!
