Theory: the Lady of Pain is being punished by the Dark Powers

First, I'm absolutely certain this has been discussed before, because I found a reference to "why I Dislike Sigil and the Lady of Pain" by Googling something about either Sigil or the Lady.

Ravenloft's Dark Powers are into Ironic Hells, right? What's more ironic than being the not-really-ubergoddess (yeah, right) of doors, and never being able to leave your living area? The Lady of Pain even has super cool evil super powers, another part of the Dark Powers' idea of ironic hells.

So my theory is Sigil is actually part of Ravenloft, yet the Dark Powers give anyone who isn't her the ability to enter or leave the mists at her whim.

This could also mean that planes visited via Sigil are also Ravenloftesque "copies".

And maybe the Lady of Pain did visit Factol Nihalna (I forget her actual name, I just remember it started with an N) and expressed the desire to die. Who knows how many millenia of this she's had to put up with?

My two opinions on your theory:

Con: The Lady of Pain purposely blocks any external powers from influencing Sigil, even going so far to kill those that would worship her. This is because anyone who could influence or control Sigil is able to control the rest of the various planes and realities.

Pro: The best campaign worlds give enough information to excite fans, while leaving enough mysteries to be filled in by your imagination. It's your campaign, and if your imagination leads you to believe that she is controlled by the dark powers, than that is the direction your sessions should go.
 

Con: The Lady of Pain purposely blocks any external powers from influencing Sigil, even going so far to kill those that would worship her. This is because anyone who could influence or control Sigil is able to control the rest of the various planes and realities.

I agree that she blocks Powers (as in, gods), but thankfully the dark powers are even more vaguely described than she is. The mists also seem indiscriminating in where they pluck their victims from.

Actually, I haven't run Planescape in a long time. I think it's a nice setting, but with the power of belief running the show, D&D might not be the best engine.
