I don't agree with extra damage. First, the rules state that usually hit points is capability to dodge hits. A called shot should have a lower attack but effects should be conditionnal to the fact you score a critical hit.
-4 to sticke a part to hinder move (legs, etc)
thus, -8 -> extra X multiplier for the weapon x2 -> x3,etc. (vitals, brain). If one saves for massive damage, you can say you REALLY got a called shot.
