From an in-progress draft of rules...
Instead of trying to explain what a rpg “is” and then comparing it to cops and robbers or collaborative storytelling, or some other thing, let’s define what a rpg is in the context of these rules. A roleplaying game is a game in which the participant(s) make choices that are consistent with the motivations of their adopted persona (referred to as the player’s Avatar in these rules) and advance the story.

Another key component that’s essential to this is conflict. A conflict is a situation where an avatar has a goal and something is at stake. Conflict is where the “game” aspect of a rpg comes in. Broadly speaking, it’s the process of resolving conflict, and determining the outcome of whatever is at stake that requires rules.
