Throwing Big, Heavy Weapons--How Can I Make This Work?

Carry the darn things. Boost your carrying capacity through the roof and just strap the things onto you. Pull and throw as desired. Plus, all that strength will give you tons of damage.

Mechanically, it's the only way to do what you want without creating a custom magic item. Something similar to an efficient quiver would be the way to go for a custom item; however, custom items generally require more gold and time to acquire.

Two options I can think of:

1) Use warhammers instead of waraxes.

2) Efficient Quiver

The efficient quiver seems like the way to go. The waraxes can go in the third compartment, where bows, staffs, spears and other large objects can be stored.

Assuming your DM rules that they count as appropriately sized. This would also allow you to use Quick Draw.

Hmm. Quiver of Moradin: This quiver has three compartments. The first is suitable for carrying fermented beverages such as dwarven ale. The second is suitable for carrying a variety of drinking utensils such as mugs, tankards and horns. The third can carry large-bladed weapons such as waraxes.

How much ale can my dwarf carry in that thing?

ValhallaGH is right, though, short of pulling magic items in.

Heh, you could have a portable hole .. filled with axes. That'll last you several hundred throws. And cost a boatload.

Returning is probably the best enhancement for this.

Have a ring on the haft of all of them. Run a pole through them. Stick pole in ground at beginning of fights. Pull of axes as needed. Keep a couple on you, though.

This is true. The SRD says: The third and longest portion of the case contains as many as six objects of the same general size and shape as a bow (spears, staffs, or the like).

I asked my DM if a portable ram could be placed in the quiver as a "staff like object" that would take up the whole compartment. I wasn't surprised when he said "No." though, just :(

lightning ricochet ability from ToB:B9S Its a prc ability at 3rd level. It allows you to make a full attack with thrown weapons.

I have a dwarf fighter/scout with Throw Anything and Quick Draw. I'd like to be able to hurl waraxes at my enemies like giant hatchets, but obviously there's the issue of encumbrance.
What issue? You're a dwarf! You don't have a STR penalty do you?

Dwarf base land speed is 20 feet. However, dwarves can move at this speed even when wearing medium or heavy armor or when carrying a medium or heavy load (unlike other creatures, whose speed is reduced in such situations).

Or does this not help because of the scout class?
