Well, you could use CharMap, if you know that whatever forum your going to use is going to accept that character. But I like to use Alt key, as in: Alt-164. Hold down your alt key and type 164 in the keypad. See? ñ.

I also use 130 : é, 145 : æ, and 160 : á often enough as well.

Also, Cltr ‘ or ` then a letter will also sometimes work. But it doesn’t seem to work with ~. So sticking with the Alt key is probably good enough, and your best bet.
