Touch Spells and Movement

No.

From the Actions in Combat section of the PHB:

"You only provoke attacks of opportunity when you begin casting a spell, even though you might continue casting for at least one full round."

I just have to say that even if cast move touch isn't allowed, (I play in such a campaign) touch spells can be done in one round after a move easily, it just requires casting defensively after moving into melee range.

Would it be that bad if touch spells were less useful? Most already do not allow a save, and touch ACs never seem to be that hard for anyone to hit.
I see no reason why a caster would be allowed to break the core mechanic of 1 move + 1 standard action per round. If you need to deliver that touch spell now, run up and cast defensively - in this case, it still "feels" like the final 'somatic' component of the spell instead of getting an extra action.
 

Its been my experience that most do allow a save, actually... sure, exceptions for things like shocking grasp, touch of idiocy, vampiric touch etc, but..

Harm and the various inflicts, ghoul touch, feeblemind, chill touch (partial), bestow curse, contagion, poison... ALOT of touch spells require saves.
