To help speed things up, if he just chews on her, then she'll try a full attack again, hoping to get at least one roll that isn't so sucky. If she still can't make contact, then she'll try to escape the grapple until she's dead or her breath weapon is ready again.

Nope, that is the normal grappling rules. You take a -4 penalty on attacks while grappling, even with natural weapons. There's no penalty if you use opposed grapple checks.
