That appears to be incorrect. Disintegrate is not a 'targeted' spell (i.e. it does not have a "target" line). Are you sure about this? I don't have my PHBII at work (yes, I know, I lack dedication ..... to the game), but I don't see why you couldn't take Shield Specialisation (tower shield).
