Trying Out New Rules

So how do you get your group to try out new rules? When I'm the GM, it's pretty easy. "We're using X, Y, and Z."

But how do you approach it when you're a player? Do you metnion some cool rule you've seen someone else?

Put it to a public vote?

Ask the GM about it?

Actually, as DM I put it to vote. I see no point in putting in House Rules that noone wants to play with. It's an informal vote, though. Outside the game, I run it by everyone individually, ask them for their thoughts on it, and then decide based on that whether it can go in or not. If a Player wanted to input a House Rule into the game, they'd ask me to bring it up.

New rules essentially get two votes:
When we start the session I mention the possibility. As long as groans aren't unanimous, we go ahead and give it a try. If by the end no scraps have broken out, the rule stays.
