I just happen to game with the office manager at Avalanche and when we were playing 2nd ed (player's option series) he had a game with a of intensivensive language rules.
The Celtic Age is basically a "light", very light version of what we used. Minus the "ranks".
Languages were grouped by type and alphabet.
Related languages were "cheaper" to buy ranks in than non-related ones. Read/write was a separate skill with the same basic concepts for similar alphabets.
Pretty much you had to have rank 5 in language to be fully fluent. This happens to be similar to Deadlands d20 by the way.
While the core D&D rules are awful simplified as far as language goes and not very realistic, from a game play viewpoint it is much better.
For example because of the different languages in that 2nd ed game we played one PC died because the rest couldn't communicate with him (and I was running a Celtic Bard, riddlemeister kit). Real frustrating in gaming.
