I know theres a dual implement caster feat. But Im interested in this question

If I'm wielding a quarterstaff in one hand (using it as an implement) and a dagger in the other (as a sorcerer). Can I use two weapon feats?

I'd say no, because a quarterstaff is a two-handed weapon. If you're holding it in one hand, you're not wielding it as a weapon.

This is correct.

However, let's say you're using two daggers instead, or one staff with Staff Fighting.

Two-Weapon Fighting:

While holding a melee weapon in each hand, you gain a +1 bonus to damage rolls with your main weapon.


As it does not indicate weapon powers, and daggers qualify as weapons, this can be used so long as both implements are weapons as well.

Two-Weapon Defense doesn't even require the use of powers, so it will work.

Two-Weapon Threat also does not indicate weapon powers.
