Two weapon fighting - quick question

So he is subtracting 1 from his damage rolls and attack rolls then?

I would assume he has a high dex and has taken weapon finesse so that he can at least have a decent chance to hit his foe.

And I do hope he has huge heaps of sneak attack to pile onto his opponents...

I think your confusion stems from labeling each of these lines "attack". Each attack roll with a weapon is an attack, so you should have 1st attack, 2nd attack, 3rd attack, etc. Having two attack roll modifiers for the "1st attack" line does nothing but confuse you (and us). rowport and irdeggman both have it right, without calling them attacks. They are sorted by primary hand and off-hand, which is important for determining damage.
