Does a ranger that fights with two weapons attack with two weapons at once ? like make to rolls type thing ?

All rangers can choose at will, encounter and daily powers that allow them to make attacks with their main hand and off hand weapon. Those powers all say the ranger has to be wielding two weapons (most also work with a ranged weapon so you can make two attacks with a bow, for example).

The basic at-will power for a ranger is "twin strikes" which allows you to make two attack rolls and do damage twice if you hit. You can't apply your strength or dex (depending on if it is melee or ranged) bonuses to damage, but feat and item damage bonuses do apply.

The most commonly used daily powers also allow two attacks, but do more damage and allow you to apply your str or dex bonuses to damage.

Rangers also can choose powers that do not allow attacks from two weapons, and their ranged and melee basic attacks are just like anyone else's.

You do not have to take "two weapon fighting" as your ranger style, you can take archery if you want. The only difference between the fighting styles is that two weapon fighting rangers can use one-handed weapons in both hands (otherwise you have to use an "off-hand" weapon in your off hand) and gain the toughness feat, while an archery ranger gains "defensive mobility" as a feat. But the mechanics of the powers work the same for both ranger styles.

Rangers can also use double weapons as their main and off hand weapon.

My own ranger is an archer build who is a melee spiked chain fighter.
