how does the damage work for a character wielding two weapons with a strength of less than 10. is it the negative times 1.5 for the off hand or what? also i wanted to know how damage bonus would work with the same strength but using a two-handed weapon. anybody have any ideas?

I'd say in all cases, you'd just take the exact penalty on the damage roll, whether it was a one-handed, two-handed, or off-hand weapon or whatever else. No rules quotes to support that, though, just my view.

Interestingly, it's not directly addressed, so the default rule of 1/2 strength modifier dominates. So... if you're dual-wielding Shortswords with a Strength of 6, your primary hand deals 1d6-2, and your off hand hits harder at 1d6-1. Counterintuitive, but oh well.

Actually, I know it sounds silly but you do not add an extra penalty to wielding two-handed or off-hand.

You apply your character’s Strength modifier to:

A 'bonus' is "A positive modifier to a die roll."
So if you have a -2 penalty to strength, you apply just a -2 modifier to damage whether or not you fight one handed, two-handed, or off-hand.

Ok...NOTHING about that text differentiates from my decided way to handle it. It says you add your strength modifer (positive or negative, at its exact value, not half or 1.5x) to damage. EXCEPT in x and y cases, which get a different amount of strength bonus added. If you're not adding a strength bonus, the exception text never comes into effect.

Um, no one said otherwise. I was responding to the OP because you said you didn't have the rules quotes so I thought I would offer them.

Ah...I misinterpreted what you meant, sorry.

Yeah, I reread it and the way I wrote it sucked. (The 'actually' was because when I explained these rules to a couple of people they were like "really? that's silly!")
(truthfully, it would've been better as: "Here's the rules Stream was mentioning:")
It can be soooo hard to get inflection right in an electronic message.

Here, have some xp. Oh, yeah, right ...
