The frequency changes, that's about it. Your own adjusting of your speech operates through your internal passages, which I don't think would fill with water, so that's unchanged. The main problem I can forsee is that if you can't breathe water you're trying to speak through bubbles, which might alter the words. Once you're breathing water, that goes away.
