If a sorcerer is killed and raised and loses a level (going down to 12th) does that character get to switch out a spell known for a different one, for having "reached" an even-numbered level?

Does he gain hit points or gain new skill points?

Since he has not "advanced a level" (see PHB pg 58) he does not gain new class level based benefits.

So the answer is no he does not.

IRDC whether this is RAW, but if you revoked his level advancements when he lost the level then he should have the option of changing his previously selected skills, feat, spells, etc selections upon regaining the level.

If I read correctly, the character's level dropped to 12th. So no. If it had dropped to 11th, after which the character then regained 12th, possibly a different story.
