Using Bullrush for advanced tactical movement

I was thinking of advanced combat tactics and this one came to mind. One of the players has whirlwind attack and is 10 feet away from a group of undead. Initiative is rolled and the party's rogue goes first. The enemy is undead so sneak attack will be useless. Instead, the rogue uses a move to get behind the whirlwind player, then bullrushes him 5 feet ahead. The whirlwinder initiative comes up, and now can take a 5 foot step and release his power.

How would you rule the bullrush?

1) Just as normal, they both roll opposed strength checks, whoever wins, wins.
2) *my recommended* Roll the opposed roll, but treat the whirlwind player as strength score 0 since he's not resisting the bull rush. In essence, it would be the same as bullrushing a frozen character.
3) Don't even roll. Assume the player can just bullrush a character.
4) Something else.

I'd prefer to see the high strength character throwing the whirlwind, high tumble halfling into the middle of the fray. :)

3 and 4 together: The bullrusher is able to bullrush the other player, but then risks being accidentally hit in the ensuing whirlwind. Because exploits like that just need to be double-edged.

if the character fails to oppose I would say he falls over at end of destination.

movement would draw aoo's [25% chance to hit the other one of the two]
 

It's how wizards travelled quickly before teleport spells were invented.

They laid out a line of hirelings from their tower to all of their favourite destinations. Then, when they wished to go somewhere, the hirelings would bullrush him on sequential diagonals until he got to where he was going.

Anywhere in the world, in only six seconds! All you need is a sufficient supply of pre-positioned minions!

And its much cheaper and less skill intenive than lining up horses for the fast mount / dismount shuffle! However, when times are lean, there's much better eating on a horse than a hireling...
