Using Magic Items to Meet Feat Prereqs

Say I have a fairly weak character, he's only got a Str of 11. He needs Str 13 to take the Power Attack/Cleave chain of feats. Can said character have a magic item (+2 or more to Str) and use said item take the feat? Naturally he would not be able to use the feat without the required Strength, but can the character take the feat in the first place?

If at all possible, a book/page number would be appreciated as a reference. I don't see anything in the intro to feats about it, so I thought I'd ask.

Yes. If he loses the bonus to Str, he just can't use the feat until he meets the requirements again, but he doesn't actually lose the feat. However, any other feats dependent upon the unuseable feat, are also unavailable.
 



So if I'm Joe Fighter with 11 Str, I can take Power Attack at 1st level, I just can't use it until I find an item that grants +2 Str or until 8th level (increasing Str by 2)?

And how about a reference?

No, you must have the magical item that gets your Str to a 13 before you can slect the feat.
 

No, you need 13 strength to get the feat. It doesn't matter how you got the strength. You also need 13 strength to use the feat. If your strength goes below 13 (eg gets drained by a shadow) you can't use it.

Especially with a favorible ruling. If you don't take our word for this, then it means that magical items that increase stats do not help with prerequistes.
