Using point buy for racial ability mods

So my goal with this is to reduce the power gap between an optimal combination of race and class and a poor combination of race and class. Also, I don't want to increase the power of the optimal combination, and I'd prefer not to decrease it, though that's less important.

These rules only work when using the point-buy method, though it might be possible to alter them for random stat generation. Here are the rules I'm thinking of using:
  • Humans get 7 additional points to spend in point buy instead of a +2 to any one stat.
  • All other races replace a +2 to a stat with 5 additional points spent on that stat.
  • A 19 can be bought for 20 points, and a 20 for 25 points.
So a bonus to an unimportant stat will turn into a +4 or +5, while a bonus to an important stat will be around a +1. It seems to me that this should be more balanced than the default for the exact same reasons weighted point buy is better than point-for-point.

Obviously all numbers are subject to change, but these seem reasonable to me. Humans get more points for their +2 because it always goes in their best stat.

The Racial ability mods "Fix", Adding player choice thread is a solution to the same problem in a completely different manner. It would be possible to use both at once.
